
If using an existing mod, open up the mod by hitting the little + symbol next to it, open up the races catagory, and click on each race that is playable (so Breton, Dark Elf etc, but ignore Dremora and Horker etc), scroll down through the records until you see Base Carry Weight on the left hand side.

If you would still like to go ahead, then open Tes5edit with either an existing mod you have that edits racial records (such as Imperious races of skyrim, disparity, skyre races etc) or just open it up with your current mods. So thats racial overhauls, new hair styles or warpaints (if not using racemenu), and a whole lot of other mods. HOWEVER, be aware that without using a script, editing the carryweight of the player means you have to do it through the racial records which then makes your edit incompatable with litterally anything else that touches that record.

Ignore the CK, it is not needed for this sort of edit and its MUCH quicker to do it in tes5edit.
